As a rule of thumb: if your child is struggling to keep up, or has one or two topics that keep costing marks, 1-to-1 is usually the higher-leverage choice. If your child is broadly on track and just needs steady exam-prep practice, group tuition can be enough.

Tutor rates depend on the tutor's qualifications and the level being taught. A part-time undergraduate tutor for a Primary student is very different from an ex-MOE teacher for JC H2 Chemistry.
